Surface Transportation Committee Meeting NIRPC Lake Michigan Room

February 7, 2017


Christine Cid called the meeting to order at 9:04 AM with self-introductions. Present were Christine Cid, Lake County; Mike Seitz, Greater La Porte Chamber of Commerce; Richard Mrozinski, LaPorte County; Mark O’Dell, Chesterton; Tim Burkman, Valparaiso; Jeff Huet, Schererville; Jack Eskin, Gary; Phil Gralik, Hobart; Alyssa Staley and Zach Hurst, Indiana Toll Road Concession Company; and Michael Jabo, DLZ.


NIRPC Staff present was Scott Weber.


Christine Cid asked for a motion to approve the minutes from the December 6, 2016 meeting. On a motion by Jeff Huet seconded by Mike Seitz, the minutes from the December 6, 2016 meeting were approved.


Alyssa Staley and Zach Hurst from the Indiana Toll Road Concession Company gave a presentation about new projects going on the Indiana Toll Road. The $200 million 80/90 Push project covering 73 miles of the Toll Road was presented. The project involves a crack and seat rehabilitation process in which the existing concrete bed will be restored to be more flexible, and the top 5 inches of asphalt will be milled off to be replaced with 5 inches of new asphalt. The project also includes 53 bridge rehabilitations and a fiber optic backbone that will allow for Intelligent Transportation System (ITS) operations. The project started in 2016 and is slated to be completed in Fall 2017. In 2016, 3 interchanges were successfully rehabilitated (Exits 31, 39, and 49) and 51 miles of pavement were restored. In 2017, there will be several periodic work zones in the project area, most notably the closure of the Exit 49 eastbound entry and exit throughout the entire summer. Affected travelers are informed via Facebook, Twitter, and text message alerts.


Scott Weber presented the ongoing federal rulemakings related to Surface Transportation in the areas of Safety; Pavements and Bridge Conditions; and National Highway Performance Program (NHPP), Freight, and Congestion Mitigation Air Quality (CMAQ). Scott Weber mentioned that since he last updated the Surface Transportation Committee in December 2016, the Final Rulemakings in the areas of Pavement and Bridge Conditions and NHPP, Freight, and CMAQ were released in January 2017. The Safety rule was already finalized in March 2016.


Scott Weber said that the driving idea behind all of these performance-based rulemakings was to make planning more transparent and accountable based on having quantifiable, time-bound targets. The Safety rulemaking included 5 metrics: number of fatalities, rate of fatalities per million VMT, number of serious injuries, rate of serious injuries per million VMT, and combined number of non-motorized serious injuries and fatalities. INDOT has an August 2017 deadline to set safety targets. NIRPC would then have a February 2018 deadline to decide whether to opt in to INDOT’s targets or set our own more stringent targets. There would also have to be a System Performance Report Section in the next Long Range Plan (2050 Plan) that documents established targets and progress toward those targets. Scott Weber then explained sources for data related to the safety targets.


Scott Weber then talked about the Pavement and Bridge Conditions final rule released in January 2017. 6 performance measures were finalized: percentage of pavements on Interstates in Good Condition, percentage of pavements on Interstates in Poor Condition, percentage of pavement on the non- Interstate National Highway System (NHS) in Good Condition, percentage of pavements on the non-

Interstate NHS in Poor Condition, percentage of National Highway System bridges in Good Condition, and percentage of National Highway System bridges in Poor Condition. Scott Weber reminded the group that the National Highway System includes major roads and highways that local units of government rarely have complete jurisdiction over. INDOT would have a February 2018 deadline for setting Pavement and Bridge targets, with NIRPC having an August 2018 deadline to either opt into INDOT’s targets or set our own more stringent targets. NIRPC will be responsible for documenting established targets in the System Performance Report Section in the next Long Range Plan. Scott Weber presented possible sources of data for the Pavement and Bridge Conditions measures.


Scott Weber then presented the last final rule on NHPP, Freight, and CMAQ. Altogether, there are 7 performance measures in these areas: percentage of person miles traveled (PMT) on the Interstates that are reliable, percentage of PMT on non-Interstate NHS that are reliable, percent change in Carbon Dioxide emissions on the NHS on the National Highway System from the 2017 levels, truck travel time reliability index, annual hours of peak hour excessive delay per capita, percentage of non-single occupancy vehicle travel, and total emissions reduction (in kg). INDOT would have a February 2018 deadline to establish targets, with NIRPC having an August 2018 deadline of whether to opt in to INDOT targets are set our own more stringent targets. Scott Weber then talked about the data sources for these performance measures. The percent change in Carbon Dioxide emissions would be the most challenging to collect data on because it has never been a requirement to measure, much less report on. Christine Cid asked what the site that has information on commute to work and vehicle occupancy information, and Scott Weber responded that the American Community Survey found at American FactFinder.org has that information. Data from non-work trip vehicle occupancy would be a major challenge.


Scott Weber gave the INDOT Project Letting Report. The lettings for January 2017 and schedule lettings for February and March 2017 were announced. Jeff Huet commented on whether or not there would be bundling for DES numbers in the future as they pertain to similar types of projects. Mark O’Dell commented that Chesterton received reimbursement in December 2016 for Community Crossings (HB 1001) funding for a project completed in September 2016 and asked if other communities had. Phil Gralik confirmed that Hobart had gone through the process but was awaiting a final transmittal of the Purchase Order (PO) from INDOT. Jeff Huet said Schererville had just recently received its PO.
