Surface Transportation Committee Meeting NIRPC Lake Michigan Room

Tom Schmitt called the meeting to order at 9:04 AM with self-introductions. Present were Mike Yacullo, Ciorba; Zach Hurst, Indiana Toll Road; Mark O’Dell, Chesterton; Don Oliphant; Tim Burkman, Valparaiso; Michael Jabo, DLZ; Jeff Huet, Schererville; and Tom Schmitt, Schererville. Also present over the phone was Craig Heither, Chicago Metropolitan Agency for Planning (CMAP).


NIRPC Staff present was Scott Weber and Gary Evers.


Tom Schmitt asked for a motion to approve the minutes from the February 7, 2017 meeting. On a motion by Mark O’Dell and second by Tim Burkman, the minutes from the February 7, 2017 meeting were approved.


Scott Weber updated the committee on the 2017-2019 Regional Household Travel Survey. This will be an effort conducted jointly with the Chicago Metropolitan Agency for Planning (CMAP) to replace the old 2007-2008 Regional Household Travel Survey. Westat is the prime contractor with Quercus Consulting and WSP Parsons Brinckerhoff as sub-consultants to delivery this project by summer 2019. The pilot study will be conducted in Fall 2017, with core data collection in 2018, and perhaps into 2019. Data collection will have both a smartphone app or web browser option. Craig Heither confirmed that the Household Travel Survey will be a key part of getting data to calibrate the NIRPC travel model and provide other important analyses.


Scott Weber then led a discussion about recently passed HB 1002, the Indiana Road Funding Bill. The Bill would raise gas taxes, allocate more sales tax on fuels toward transportation-related funds instead of the General Fund. The Bill would fund INDOT’s Local Technical Assistance Program (LTAP) at a higher amount, and the specific purpose would be to centralize Local Public Agencies’ Transportation Asset Management Plans into one database. Mike Jabo asked if the Bill would also change the Federal Funds Exchange Program to be $1 traded in federal dollars for $1 in state dollars, different from the $1 in federal dollars for $0.75 in state dollars that exists before the Bill is effective. Gary Evers later confirmed that this is true. Mark O’Dell asked if the money in the Bill would only be for surface transportation and not transit, and Scott confirmed this is the case. Gary Evers added that Ty Warner is the representative to the MPO Council on HB 1002, and the MPO Council plans to have guidance issued to MPOs and their representative local units of government by July 1. Tom Schmitt asked if we for sure know whether or not there will be more money flowing to local units of government, and Scott Weber responded that studies show the Bill would increase funding to local units of government by about $1.8 billion over 7 years, but this barely keeps up with the anticipated costs of deferred operations and maintenance costs for the infrastructure. Tim Burkman asked what the anticipated timeline on the centralized Asset Management Plan is, and Scott Weber responded that he did not know, but that they have to give a progress report by the Fall 2017. Mike Jabo asked if there were plans to perpetuate the Community Crossings program. Scott Weber responded that it did not appear so in this legislation, but that does not mean the program would not be resurrected. It was later found that the continuation for the Community Crossings program is indeed in the Bill. Mike Yacullo mentioned that the Community Crossings program would continue, and that the program would likely by 80-20 for counties under 100,000 in population, and remain 50-50 for counties under 100,000 in population. It was later found that the program would be 75-25 for counties under 50,000 in population and cities/towns under

10,000 in population, but remain 50-50 for counties over 50,000 in population and cities/towns over 10,000 in population.


Scott Weber then discussed the U.S. DOT’s Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) Initiative Grant opportunity. The ATCMTD is in its second year, and awards up to $12 million on a 50-50 match, with applications due June 12. Types of projects eligible include Advanced Traveler Information Systems, Advanced Transportation Management Technologies, Infrastructure Maintenance Monitoring and Condition Assessment, Advanced Public Transportation Systems, Transportation Systems Performance Data Collection and Dissemination Systems, Advanced Safety Systems, Integration of ITS with Smart-grid and/or Alternative Fuel Distribution Systems, Electronic Pricing and Payment Systems, and Advanced Mobility and Access Technologies. Eligible applicants include State/Local governments, quasi-governmental agencies, MPOs like NIRPC, multi- jurisdictional consortia of academic/research institutions, or a joint application of any or all of these (encouraged). The Focus Areas for the ATCMTD grant are multimodal Integrated Corridor Management, installation of connected vehicle technologies at intersections and pedestrian crossing locations, unified fare collection and payment system across transportation systems and jurisdictions, freight community system, technologies to support connected communities, infrastructure maintenance monitoring and condition assessment, and rural technologies deployment. Last year’s awardees were discussed, and Scott Weber noted that Northwest Indiana would not be the smallest area to receive an award. NIRPC would be happy to assist with any interested communities. Scott Weber brainstormed a freight community system with the Port of Indiana could be a high-impact application or possibly an integrated transit hub. Scott Weber mentioned recent NW Indiana successes with sharing resources around transportation technology advancements like the Lake County Signal Pre-emption project and the recent passage of HB 1144 authorizing Transit Development Districts around NICTD’s current and future stations. Mark O’Dell asked if INDOT or the Toll Road would be an eligible entity, and Scott responded yes, and Zach Hurst responded the Toll Road would be in the same situation as NICTD, so yes. Mike Yacullo asked if the ATCMTD grant could be used to assist with the LaPorte County Economic Development corridor project, and Scott said if there was a specific advanced technology aspect, then yes.


Scott Weber updated the committee about the U.S. DOT’s rulemakings about performance-based planning. The safety performance measure has not been delayed with INDOT facing a July deadline, but both the pavement condition and system performance rulemakings are delayed until at least May, with INDOT facing a November deadline at earliest.


Scott Weber gave the INDOT letting report. Jeff Huet noticed that INDOT was bundling projects into one letting listing, and the group commented that this practice may become more the norm. Jeff Huet commented that this practice makes it harder for communities, but that it will be a learning experience. Gary Evers commented that the SR-53 improvement project contains both an LPA and INDOT component, which is a revolutionary breakthrough in showing INDOT’s willingness to cooperate closely with LPAs. Gary Evers commented that this committee will be important in prioritizing simple mill and resurface projects instead of full rebuilds. Gary Evers commented that exchanging federal for state funds will allow more flexibility for transportation spending, and Davis-Bacon regulations would not apply.

NIRPC and both the TROC and STC committees will be key in deciding how to prioritize transportation funding at the local level.


Gary Evers reminded the committee to have lettings lined up by no later than March. Gary said “use it or lose it” may no longer apply, but ask Ty Warner for clarification. Tom Schmitt adjourned the meeting.
