Surface Transportation Committee Meeting NIRPC Lake Michigan Room

September 5, 2017


Chairman Tom Schmitt called the meeting to order at 9:05 AM with the Pledge of Allegiance and self- introductions. Present were Tom Schmitt, Schererville; Christine Cid, Lake County; Mike Yacullo, Ciorba (for LaPorte County); Jeff Huet, Schererville; Charles Bradsky, INDOT; Kevin Breitzke, Porter County; George Topoll, Union Township; Mark Gordish, Hammond; Tim Burkman, Valparaiso; and David Wright, GPTC.


NIRPC Staff present were Scott Weber, Mary Thorne and Stephen Sostaric.


Tom Schmitt called for a motion to approve the minutes of the June 6, 2017. On a motion by Christine Cid and a second by Tim Burkman, the Committee approved the minutes of the June 6, 2017 meeting.


Tom Schmitt overviewed Resolution 17-201, adopting bylaws for the Surface Transportation Committee. The Committee is charged with exploring topics, policies, programs and regulations relevant to street and highway transportation, establishing criteria and recommending projects relating to Congestion Management, Intelligent Transportation Systems, Highway Safety Improvement Program, Pavement Management System, Performance Based Planning. Exhibit A identifies meeting time and place, ground rules, membership and alternates, quorum, board positions, call to order/adjournment, voting and staff support. On a nomination by Scott Weber and seconded by Kevin Breitzke, Charles Bradsky was appointed the INDOT representative on the committee. Mike Yacullo will represent LaPorte County. On a motion by Kevin Breitzke and a second by George Topoll, the committee voted to adopt the bylaws as presented with the amended appointments for INDOT and LaPorte County.


Tom Schmitt overviewed Resolution 17-202, recommending guidelines for asset management plans. Exhibit A to the resolution defines requirements for each asset class and elements. It was noted that any information which may be deemed missing in the future can be added by amendment. On a motion by Kevin Breitzke and a second by George Topoll, the committee voted to adopt Resolution 17-202, recommending guidelines for asset management plans.


Tom Schmitt overviewed Resolution 17-203, adopting data collection efforts, roles and responsibilities. Exhibit A defines data collection stakeholders, and roles and responsibilities of each stakeholder. Jeff Huet motioned to approve Resolution 17-203 and Kevin Breitzke made the motion and asked to amend the list of stakeholders to include the Surface Transportation Board as a federal agency under the USDOT. Jeff Huet motioned to approve Resolution 17-203, seconded by Kevin Breitzke with the recommended addition of the Surface Transportation Board being added under the USDOT stakeholders; motion carried.


Scott Weber updated the committee on US DOT Performance Measures. He attended the FHWA Transportation Performance Management (TPM) implementation workshop in Raleigh on July 11-14. NIRPC, INDOT and FHWA have collaborated about responsibilities for implementing TPM. Scott will be offering a PowerPlannignPalooza table on TPM on Wednesday, September 27 at the MPO Conference at the BlueChip Stardust Event Center from 9:30 a.m. to 11:45 a.m. INDOT is in the process of finalizing safety performance targets. NIRPC will decide within the next six months whether to adopt those or its own. He said the framework in Resolution 17-203 will be particularly helpful. Scott Weber gave an update on National performance Measure Research Data Set Travel Time Tool. FHWA and NIRPC have entered into a new contract with CATT laboratory through the University of Maryland. A lot of travel time data relating to congestion, etc. The new contract is more user-friendly. NIRPC has participated in a webinar and signed a data sharing listing agreement with FHWA, the University of Maryland and INRIX and will download raw travel time data. We will further navigate the dashboard and reach out about any gaps in coverage and also coming up with scripts to analyze data and download monthly data as it becomes available. NIRPC will also work with cities and counties.

INDOT should have their own access to the data site.


Charles Bradsky gave the INDOT letting report for September and October which was provided in the packet. July’s B-37990 large bundled contract bid was rejected and was moved to September. Bundling has proven a 10-20% savings, depending on the bundling.


When asked by Tom Schmitt, Charles Bradsky said he would relay information to the Committee about the Community Crossings grant. Jeff Huet said there were twice as many applications for the same amount of grant money as there was last year.


Kevin Breitzke said the Great Lakes Basin Transportation, Inc. (GLBT)’S application to construct and operate an approximately 261-mile rail line was rejected by the Surface Transportation Board and has discontinued the environmental review process associated with the proposed project. The report is available on line.


Christine Cid thanked Scott for working on the bylaws and the other resolutions.


With no other business or public comment, Christine Cid adjourned the meeting at 9:45 AM.

RESOLUTION 17-201 Amendment 1


A RESOLUTION OF THE NORTHWESTERN INDIANA REGIONAL PLANNING COMMISSION SURFACE TRANSPORTATION COMMITTEE ADOPTING BYLAWS FOR THE FUNCTION OF MEETINGS

December 5, 2017


WHEREAS, The Northwestern Indiana Regional Planning Commission (hereafter referred to as the Commission), comprised of elected officials from Lake, Porter, and LaPorte Counties in Indiana, is the federally designated Metropolitan Planning Organization for Northwest Indiana; and


WHEREAS, The Commission has charged the Surface Transportation Committee with the task of exploring topics, policies, programs, and regulations relevant to street and highway transportation; and


WHEREAS, The Commission has charged the Surface Transportation Committee with the task of overseeing the development of Regional Transportation Plan elements relating but not limited to:


WHEREAS, The Commission has charged the Surface Transportation Committee to advise NIRPC on policies to implement the plan elements listed above; and


WHEREAS, The Commission has charged the Surface Transportation Committee to establish selection criteria and recommend transportation projects for surface transportation and safety funding; and


WHEREAS, The Surface Transportation Committee desires a meeting atmosphere with decorum in order to fulfill the responsibilities charged to it by the Commission; and

WHEREAS, the Commission originally charged the Surface Transportation Committee to have a membership of five Commissioners representing all three counties; and


WHEREAS, Robert’s Rules of Order are commonly used by committees like the Surface Transportation Committee and at many of the Commission’s meetings; and

NOW, THEREFORE, BE IT RESOLVED that the Surface Transportation Committee adopts Bylaws for the Function of Meetings based on Robert’s Rules of Order in Exhibit A.

WHEREAS, The Surface Transportation Committee offers members and attendees recommendations for streamlining and improving transportation processes; and

WHEREAS, the members and attendees are responsible for implementing asset management planning in order to access plan for transportation assets and access funding for those assets; and


WHEREAS, several resources are already available to assist members and attendees in asset management planning; and


WHEREAS, pavement condition rating is a required component of asset management planning for pavements

NOW, THEREFORE, BE IT RESOLVED that the Surface Transportation Committee recommends guidelines for pavement condition rating in Exhibit A.
