MINUTES
Charles Bradsky called the meeting to order at 9:02 a.m. Charles introduced NIRPC’s new Administrative Assistant, Candice Eklund. In attendance were Chris Moore, Dean Button, Jeff Huet, Mark Gordish, Phil Gralik, Denny Cobb, Mark O’Dell, Duane Alverson, Bruce Spies, Jack Eskin, Craig Zandstra, David Wright and Denarie Kane. Staff present included Trey Wadsworth, Charles Bradsky, Candice Eklund and Mary Thorne.
FY 2018-2022 Chicago UZA Spending Plans
Charles will reach out to everyone for their project scores this month and risks may be discussed later. Scores will be factored in and adjustments made.
Charles Bradsky reminded the committee that money does not carry over. He pointed out the risk column on the Spending Plan spreadsheet, saying this is a result of the discussion at Local Quarterly Meetings (LQM). The projects are ranked low, medium and high risk. There is $9 million left and several projects are high risk. 2020 has a $10 million deficit and projects will be reviewed after Q3 LQM. A discussion about Hammond’s HAWK signalization project (DES #1601164) which was in 2018 and the entire CE was not paid. Charles stated that NIRPC paid the amount which was told to him by INDOT. He will try to get it into the 2019. Dean Button asked why the pedestrian bridge project (DES #1500418) in Hammond was listed as medium risk but yet the project is ready to go. Charles explained that the reason for the risk is for funds. As put in the comments column; “494,000 for CE was given by NIRPC’s former TIP Manager Gary Evers (AM (9/17), but not added to the tip or Spending Plan’…”Other high- risk projects are for Hobart, Crown Point and Munster and Lake County. FY 2020 high risk projects are in Gary and Hobart.
Concerning the B-List, Charles would like to see projects letting in July or August become the previous year’s “B-List”. Conversations will be held with each LPA early to assess the risk (low) and to see if these projects could be let two or three months early, if funds are available the previous year. However, any project with ROW and on these two lettings will be kept at medium risk and probably will not be able to be advance.
Limitations for funds for PE and/or ROW was discussed. Previously NIRPC did not fund PE and the funding limit for ROW LID was $200,000. This was done to keep the risk low for all projects, but when more money became available, these rules changed.
There was a drastic increase in change orders in 2018. Discussion followed. On a motion by Mark O’Dell seconded by Phil Gralik, the committee agreed to a 10% cap or $100,000 each project as determined by TROC using $375,000-line item in the budget for the next three years.
At the next TROC meeting, Charles will present to the committee a fiscally constrained budget for the next three years. He will discuss this with all affected LPA prior to making any decisions. There will probably be a domino effect as some projects move from one year to the next.
Region TIP (RTIP)
Charles Bradsky said the new electronic TIP, ‘RTIP’, should go online in the next month. He described the process adding that it will allow for more transparency and accuracy. Once on line, LPAs need to do a data check to insure everything is correct. If anyone would like to see an example, Charles directed everyone to the Metropolitan Indianapolis MPO eTIP site: http://mitip.indympo.org/. NIRPC’s ‘RTIP’ will look very similar.

New electronic TIP platform – RTIP – which will increase TIP transparency to all LPAs and the public
Present to TROC at each meeting a status of funds report (available vs. obligated) to clearly indicate:
Progress on obligating all funds available to NWI in the current fiscal year, along with an analysis of opportunities or risks with funding for TROC to consider
A forecast of obligations in out years of the TIP to ensure fiscal constraint, noting any risks to funding
New NOFA that should incorporate stronger programming rules that are more transparent and understood by LPAs and staff alike (will start this process at July meeting), to prevent deficits in funding
To bring the FY 2018-2021 TIP into fiscal constraint, the recommended changes to each fiscal year need to be officially incorporated in the TIP and STIP (via notification to INDOT). According to NIRPC’s Public Participation Plan, these changes constitute TIP modifications and do not require public comment.
Staff requests that TROC agree to these modifications to bring the TIP into fiscal constraint.
