September 18, 2018 MINUTES
In attendance were Cary Kirkham (LaPorte County), Justin Kiel (LaCrosse), Mitchell Bishop (LaPorte County), Jerry Jay Sullivan (LaPorte County), Tom MacLennan (LaPorte Transporte), Beth Shrader (City of La Porte), Nick Minich (City of La Porte) and Craig Phillips (Michigan City). NIRPC staff included Charles Bradsky and Candice Eklund.
Charles Bradsky called the meeting to order at 1:12 p.m. with the Pledge of Allegiance.
Approval of Minutes
The minutes of the August 28, 2018 meeting were approved as presented on motion by Justin Kiel and second by Beth Shrader.
FY 19-22 Spending Plan
Charles Bradsky discussed the spending plan and stated the total available funds remaining for FY 2019 are
$599,815.82. Craig Phillips shared with the Committee that he will not be pursuing the safety improvements at the intersection of Wabash Street and U.S. Route 12 because it is not warranted.
NOFA Guidelines / Instruction
Charles Bradsky presented draft guidelines for the Northwestern Indiana Regional Planning Commission Notice of Funds Availability (NOFA) for the Fall of 2018. Many of the Committee members provided Charles with great feedback on the NOFA draft document. Charles Bradsky will reflect all modifications on the document, to include tracking of the changes, and distribute to the Committee next month (October) for further review and acceptance.
Charles Bradsky also talked about the new online application. The application will be available November 19, 2018 with a completion day by January 4, 2019. Charles suggested the Committee to ask any question or setup a meeting to insure their applications are created correctly.
Other New Business
In a prior meeting, Nick Minich mentioned that he talked with Sarah Ford about the approval process for INDOT amendments and if there were options of requesting funding for a project that was related to an INDOT project. Sarah stated INDOT LaPorte District does have some discretionary state funds that can be programed into projects. Currently most of these funds go towards curb ramps to bring these up to current American Disabilities Act (ADA) standards. A large chunk of this work is in smaller communities. Nick stated he will be submitting a prioritized listing of all ADA deficiencies to INDOT for the City of La Porte so when they work other projects, INDOT will attempt to address as many projects possible with the discretionary funding. He is encouraging others to do the same.
Justin Kiel inventoried the regulatory signs in LaCrosse for possible replacement. Charles Bradsky suggested Justin talk with Sarah Ford of INDOT regarding the 93 signs he wants to replace. It was suggested, that Justin needs to obtain an estimate for the purchase and installation of the signs .

Enter in your email and check the box, then click ‘Submit’
Fill out all of the appropriate information and click ‘Submit New User Information’
You will receive an email with the subject ‘NIRPC New User Verification’ that will provide you a link to verify your email address. Click this link to verify your email; this will notify a system administrator that there is a pending user request that needs to be approved.
Once your account is approved by a system administrator you will receive an email notification letting you know that you can log onto RegionTIP.
The View Projects section of NIRPC RegionTIP lists all projects programmed in the current RTIP and those that have been submitted for amendment into the RTIP. This list of projects displays an overview of each project including the project title, type, status, implementing agency, and location. To get more details, such as funding and year programmed, click on the des. number for the specific project of interest.
The IRTIP Status column indicates whether a project is in progress, submitted, or accepted.
The second item on the main menu is a search feature, which allows you to search for a federally approved project with various search parameters
If you’re looking for a specific project, the best way to search is by “PROJECT ID/DES NUM.” If a des. number is entered in that field, no other information is required and the project will be located. If the des. number is unknown, a search can be done by implementing agency, district, or project type. You can select a value from RTIP SOURCE to narrow down your search.
Click on ‘Show Advance’ to reveal additional filters and search parameters such as funding type, location information and
Once the search criteria are entered, click on the ‘SEARCH FOR PROJECT’ button. A list will then be generated matching your criteria.
To amend a project in the current RTIP, add a new project, or to carry over a project from a previous RTIP; click on the “AMEND RTIP” link on the main menu.
Next, you will select one of three options:
If you select ‘CREATE NEW PROJECT’ you will be taken to a screen to select which RTIP to put that new project into:
Once you select the RTIP, you will be taken to the screen to enter the information for this new project
Enter in all of the appropriate information and click ‘Save for Later’
The system will check to see if all of the required fields have been sufficiently filled out. If there is any information missing from the project, you will see a warning at the top of the screen to indicate it is required. That field will also highlight yellow to indicate what needs to be added.
Once the project has all of the necessary fields entered in, click ‘Submit To NIRPC’ to move the project forward:
Amending a project works in a similar way to creating a new project. Click ‘MODIFY PROJECT ON RTIP’ and select an RTIP to amend into
You will be redirected to a search page with a list of possible projects to amend. If a project shows as ‘LOCKED’ it means there is a version currently being worked on, so it cannot be amended. Choose a project with a link that reads ‘AMEND’
You will be redirected to a copy of the project you chose to amend. Notice that the Version of the project says Version 1, and that the ADOPTION/AMENDMENT drop-down notes the RTIP you are amending the project into
Make any necessary changes to the project and click ‘Save for Later’
Just like when creating a new project, the system will check that all the necessary fields are filled out sufficiently and let you know what is missing. Notice that since you have clicked ‘Save’, the project now shows Version 2, since you have created this new version as an amendment to the project.
Once a project has been submitted, whether new or amended, it will be moved into the ‘Pending’ section where it will await approval.
If your project gets denied, it will show up below the in-progress link in a section called ‘DENIED AMENDMENT(S)’.
On the project screen, click on the tab ‘Documents’ to be taken to the section to upload documents or view documents that have already been uploaded to the project.
To upload a document, select ‘UPLOAD DOCUMENT’
Fill out the date of upload, the document type, and select the file from your machine by clicking ‘Choose file’. You can add a document description as well. Once this has been filled out, click ‘Upload Selected Document’. You can upload multiple documents at once.
You will see the document(s) uploaded successfully with a message at the top. You can view the document by clicking on the blue link under description. You can also delete the document by clicking ‘DELETE DOC’ next to the document.
Once a document has been uploaded, you will see the icon logo for document next to the project all the way on the right of the project list. Click on this icon to be taken directly to the documents tab.
For projects that do not have a document uploaded, you can click on the upload icon to also be taken directly to the document upload page
