Ped, Pedal & Paddle Committee Meeting NIRPC Lake Michigan Room December 6, 2018 – 11:00 am
John Novacich called the meeting to order at 11:10 p.m. with the Pledge of Allegiance. Present were Brian Snedecor, John Novacich, Dan Plath, Brad Enslen, Jenny Orsburn, Eric Ehn, Mark O’Dell, Lynda Lancaster, Jeff Sheridan, Craig Zandstra, Rory Robinson, Diane Banta, Don Parker, Tim Cole, Jill Murr, Dennis Cobb, Trisha Nugent, Veronica Jalomo, Caroline Arnett and Terri Saltzman.
NIRPC staff present were Mitch Barloga, Eman Ibrahim, Trey Wadsworth, Charles Bradsky, Glen Wells, James Winters and Mary Thorne.
On a motion by Mark O’Dell, seconded by Jeff Sheridan, the November 1, 2018 minutes were approved as presented.
2050 Plan Draft Strategies Identification – Eman Ibrahim presented non-motorized transportation-related strategies for the connected, renewed, united and vibrant vision statements. Changes were made live as follows:
Connected:
Under Education and Awareness policy: add “including water trail access” after “development trail network”.
Under Funding and Finance:
Policy 1: add “minimum design” before the word standards.
Policy 2: add “livable” before “centers.”
Under Legislative Initiative
Policy 1: change “subdivisions” to “developments”
Under Partnership:
Add a second policy: “Work with economic and utility entities to keep waterways clear for paddling.
Renewed:
Under Technical Assistance, add Policy: Incorporate universal design standards where feasible to provide for non- motorized access for people with disabilities.
Under Funding and Finance, Program/Plan 3: add “universal design” before “Complete Streets”.
Under Sustained Effort, add “/asset management plan” after “progressive maintenance plan”
United:
Under Technical Assistance, move the Policy text to Policy under “Education and Awareness”
Under Program/Plan, add a link to Trail Towns at the end of the text.
Vibrant:
Under Technical Assistance – Program/Plan, add verbiage about “heat map”.
Under Legislative Initiative – Policy: Add “Promote e-bike legislation and work with local entities on their own ordinances.”
Under Partnerships – Sustained Effort: Insert “maintenance and collection” after “installation”.
Rory Robinson, retiring from the National Park Service, was honored for his service to the region.
Mitch Barloga was presented with the Rivers, Trails & Conservation Assistance Program Midwest Region Partner Excellence Award.
South Shore Trails – Don Parker reported they are working on their strategic plan and he will take the strategies back with him to help with their strategic plan.
Complete Streets – Mitch Barloga said the workshop is tomorrow, December 7 from 9 am to 4 pm and he encouraged all municipalities to take the workshop which is being hosted along with Active Transportation Alliance and Health by Design. The registration fee is $30.
Mitch Barloga said Governor Holcomb has earmarked $90 million for trails. Contact Mitch Barloga with any questions.
Mitch Barloga said the NIRPC 2020-2024 NOFA application is due January 11. The TIGER Grant results should be in by December 18.
Dan Plath reported on all the events accomplished by the Northwest Indiana Paddling Association, which is celebrating their 10th anniversary next month. Stan Shepherd is the new president. Among the work accomplished, 320 miles of water trails were developed and over $1 million was invested in infrastructure for water trails. There was a $3-$4 million investment in public access. The work on the Little Calumet continues.
Jenny Orsburn said Portage will finish the extension by Ameriplex to the Deer Trail Park.
Jill Murr said Cedar Lake is working on land acquisition for a trail next year.
John Novacich said the Pennsy Phases 2 and 3 is on schedule for March 2019.
Mitch Barloga said he will send a Doodle Poll about changing the meeting time back to 1:30 p.m.
The next meeting is scheduled to be held on February 7, 2019.
On a motion by Mark O’Dell and a second by Brad Enslen, John Novacich adjourned the meeting at 12:50 p.m.
