Transportation Resource & Oversight Committee LaPorte County

November 27, 2018 Meeting Minutes


In attendance were Jay Sullivan (LaPorte County), Nick Minich (City of La Porte), Margaret Dickerson (City of La Porte), Beth Shrader (City of La Porte) and Craig Phillips (City of Michigan City). Justin Kiel (Town of LaCrosse) and Mitch Bishop (LaPorte County) participated via conference phone. NIRPC staff included Charles Bradsky and Candice Eklund.


Charles Bradsky called the meeting to order at 1:07 p.m. with the Pledge of Allegiance.


Approval of Minutes

The minutes of the October 23, 2018 meeting were approved as presented on motion by Nick Minich and second by Craig Phillips.


FY 19-22 Spending Plan

Charles Bradsky discussed the concerns in the spending plan, which were due to clerical errors and project movements after the Local Quarterly Meetings (LQM). FY 19 now has a surplus of $304,353 and FY 20 has a deficit of $1,899,185. Charles shared a possible idea to correct this:


These changes leave a surplus in FY 19 of $40,353 and a deficit in FY 20 of $639,185. The committee approved these changes.


To correct the deficit in FY 20, the committee spoke to Mitch Bishop by phone to discuss moving the letting date for Singing Sands phase IV (LaPorte County) segment for des #1592335 for $765,000 out to FY 21 to relieve funding in FY 20. Mitch agreed to move the project into FY 21 due to LaPorte County probably not being able to make the letting in FY 20 because of ROW schedule. This move gives a surplus of $126,213 in FY 20. On a motion by Nick Minich and second by Craig Phillips, the committee agreed to move the LaPorte County Singing Sands phase IV, des #1592335 from FY 20 FY 21.


The committee also requested Charles Bradsky contact Marcia Blansett from INDOT, to acquire the DES number for FY 19 project needing DES numbers.


Notice of Funds Availability (NOFA)

No discussion was had.

Other New Business

The members of the Committee would like to discuss possible new trails with Mitch Barloga in December. Charles will coordinate the meeting and notify the committee.
