INTRODUCTION

Provided herein is the Transit Asset Management Plan (TAMP) for the Gary Public Transportation Corporation (GPTC). The purpose of this TAMP is to provide a document for tracking the condition and replacement of GPTC's physical transit assets.


ABOUT GPTC

The Gary Public Transportation Corporation is a municipal corporation organized in 1974 under State of Indiana enabling legislation. GPTC is based out of Gary, Indiana, and operates a system of fixed routes (including one modified Bus Rapid Transit route) as well as complementary paratransit services. GPTC's service area includes the City of Gary as well as the cities of Hammond and East Chicago, and the surrounding communities of Munster, Highland, Griffith, Calumet Township, Crown Point, Merrillville, and Hobart. The Accountable Executive is General Manager Mr. Daryl E. Lampkins. The manager of the TAMP is Planning and Marketing Manager, Mr. David Wright.


PURPOSE OF THIS PLAN

This plan will be used to track investment, condition and improvements to two areas of assets. This plan will also include a set of prioritized investments to these sets of assets. These investments will include asset replacement at minumum. The included investments are

1. Vehicles (revenue and support)

2. Transit passenger facilities


For vehicles, GPTC tracks each by Vehicle ID number, make, model and purchase date. For passenger facilities, GPTC tracks the facility name, location, type/features, installation date and compliance with current Americans with Disability Act (ADA) standards.


In addition to these assets, GPTC maintains two administrative facilities at 100 W. 4th Avenue and 2101 W. 35th Avenue, both in Gary. The condition of these facilities is overseen via GPTC's Facilities Maintenance Plan.

ASSET ASSESSMENT

On an annual basis, GPTC's Maintenance and Planning Departments will provide assessments of each of the assets listed herein. The Maintenance department will use its PM schedule as a primary source of its assessments of revenue an service vehicles.

Planning will use Title VI/Transition Plan assessment activities to review passenger facilities. Assessments will begin during the first year of this plan.


VEHICLE RATING ELEMENTS

All of GPTC's vehicles will be provided a letter grade (A-F) based on an assessment of vehicle systems (including drive train, suspension, HVAC, structure, lift functionality, brakes), useful life (mileage to/past useful life goal) and a review of miles between road calls. Inoperable equipment will be awarded a failing grade and any equipment with this grade that has not met useful life thresholds will be submitted for early retirement.


FACILITIES RATING ELEMENTS

GPTC's passenger facilities will be provided a letter grade based on an assessment of physical condition (structure, panels), missing equipment (benches, signs), compliance with ADA requirements, and age.


VEHICLE REPLACEMENT DECISION-MAKING

GPTC's vehicle replacements will be based on the following sets of hierarchy:

1. Condition. No vehicle deemed operable will be scheduled for replacement until useful life is scheduled to be met at replacement. Within that set of vehicles priority will be based on mileage and condition (acknowledging that miles are not equally stressful). Inoperable vehicles will be given priority; multiple inoperable vehicles will be prioritized based on elements below.

2. Type. Revenue vehicles will take priority over service vehicles given the same grade. Among revenue vehicles, fixed route vehicles will take priority as maintenance beyond useful life thresholds is easier.


PASSENGER FACILITY REPLACEMENT DECISION-MAKING

GPTC's passenger facility replacements will be based on the following sets of hierarchy:

1. ADA compliance. Locations that require shelters that have non-compliant shelters will take priority over those that are compliant.

2. Condition. Facilities with poorer grades shall be afforded priority over facilities at locations with better facilities.

3. Amount of transit service. For facility locations in similar conditions, priority will be given to facilities serving more boardings per day and/or number of routes served.

INVESTMENT PRIORITY

Vehicle Priority: Per the above, GPTC places priority on fleet investment in the following manner:

1. Service status (inoperable over operable)

2. Service type (revenue over service; fixed route over demand-response)

3. Achievement of useful life benchmark

4. Condition assessment

The current priority is based on three of the above criteria. The next update of this plan will incorporate data from the condition assessment
