March 26, 2019 Meeting Minutes
In attendance were Jay Sullivan (LaPorte County), Beth Shrader (City of La Porte), Tom MacLennan (TransPorte), Robin Barzoni-Tillman (Michigan City Transit) and Craig Phillips (City of Michigan City).
NIRPC staff included Charles Bradsky and Candice Eklund.
Charles Bradsky called the meeting to order at 1:10 p.m. with the Pledge of Allegiance.
On motion by Jay Sullivan and second by Beth Shrader, the February 26, 2019 TROC LaPorte meeting minutes were approved as presented.
Chairman Mark Krentz and Vice Chairman Mark Ritter, were unable to attend the meeting.
The spending plan presented reflected the projects awarded as well as the projects not selected for this Notice of Funding Availability (NOFA). Beth Shrader inquired the time line that would need to be followed to successfully complete a project by the end of the fiscal year, June 30, 2019. Charles Bradsky provided the following time line:
April 9 – Next TPC meeting
April 1 - April 30 - 30 day public comment period for the NOFA
Prior to May 1 – FY19 funds need to be spent or encumbered (open a P.O.)
First week of May – Charles will send the DES number request form to the Local Public Agency’s (LPA’s). Return completed forms to Charles, who will then send to INDOT for DES number assignment
May 16 – Full Commission Board meeting will vote to approve the NOFA. If accepted, NIRPC will send the NOFA to INDOT to be entered into the State Transportation Improvement Plan (STIP)
Charles will notify the LPA’s of their DES numbers from INDOT
LPA’s will enter the DES number information into the RTIP system
August 2019 – Next Amendment
Charles will provide the Amendment numbers to the LPA’s so they can add them to their DES numbers in the RTIP system
All future project requests and modifications will be added to the RTIP by the LPA’s
Charles Bradsky stated NIRPC received Prior Year Balance (PYB) funds of $103,112 from INDOT. These additional funds will be added to the FY 20 balance in the spending plan.
Beth Shrader requested the diesel retro fit project requested in FY19, be removed from the spending plan due to the project not being allocated until FY21.
The new sidewalk project in LaCrosse was awarded $201,431.06 for DES #1601922. NIRPC paid $147,609.06 CN funds.
The intersection improvement project for LaPorte County was awarded $1,134,847 for DES #1382219. NIRPC paid 907,877.60 for CN and $113,600 for CE funds.
The signage project for LaPorte County, DES #1601868, was refused and will be re-scoped and re-let in May 2019.
Charles Bradsky informed the Committee that due to budgetary reasons, the monthly meetings would now be held bi-monthly, with the next meeting being held on May 28, 2019. Additional meetings will be scheduled if necessary.
Charles informed the Committee to submit their local quarterly reports using the Regional Transportation Improvement Plan (RTIP) system and no longer through the LTAP system. Charles will send an email 2-3 weeks prior to the local quarterly meetings to provide the date and time of the meetings.
The meeting ended 2:46 p.m. The next scheduled meeting will be held on May 28, 2019.
