February 15, 2023 Minutes
George Topoll called the Land Use Committee (LUC) meeting to order at 10:06 a.m. with the Pledge of Allegiance and roll call.
In attendance were George Topoll (Union Township), Robert Thompson (Porter County), Ashley Abernathy (Cedar Lake), Nick Bellar (Winfield), Tom Vanderwoude (Munster), David Wright (GPTC),
Staff present were Eman Ibrahim, Charles Bradsky (conference call), Scott Weber, Kevin Polette, and Flor Baum.
On motion by Thomas Vanderwoude and second by Nick Bellar, the committee voted to approve the October 19, 2022 meeting minutes.
NOFA Applications Recommendations
Eman Ibrahim, Scott Weber, and Charles Bradsky presented on the 2024-2028 Notice of Funding Availability (NOFA) application recommendations for Planning, Quality of Place, and New Roadway. Planning projects are as follows:
Gary – Airport Rd relocation project. LUC score of 71.
Hammond – Columbia Ave, from 165 St to Michigan St. LUC score of 89.
Hammond – Downtown Hammond Station E entry. LUC score of 88.
Merrillville – 93 Av Corridor planning. LUC score of 65.
Merrillville – New Town Center planning. LUC score of 90.
Munster – Manor av & Broadmoor Av walkability improvements. LUC score of 79.
La Porte – City of La Porte comprehensive and transportation plan. LUC score of 89. Quality of Place projects are as follows:
Portage – Central Av, between Willowcreek Rd & Hamstrom Rd. The self-score was corrected from 41 to 51. LUC score of 60.
New Roadway projects are as follows:
Porter County – Willowcreek Rd extension, Ph II. LUC score of 63.
Schererville – Kennedy Av Ph IV, US 30 to Juntion Av. LUC score of 72.
St. John – Cline Av extension. LUC score of 75
La Porte – Lake St extension. LUC score of 30.
La Porte – Polk St extension. LUC score of 22.
Hobart – Colorado St & 83 Av. LUC score of 46.
Due to inflation, funding for 2027-2028 has been greatly reduced.
On motion by David Wright, second by Robert Thompson, the LUC approved to recommend the final NOFA scores to the Technical Planning Committee.
Legislative Updates
